ETIN Policy Paper on Innovation-Enhancing Procurement: Outcomes and Way Forward

This policy paper summarises the key outcomes of ETIN's work on Innovation-Enhancing Procurement (IEP) in 2024 and 2025, and explores how public procurement can function as a strategic tool for transformative innovation. The paper highlights in particular the importance of leadership, adaptive learning, and supportive ecosystems for enabling public organisations to use procurement as a mission-driven tool for societal transformation. Finally, it presents next steps for capacity building and policy development within UNECE

The ETIN IEP workstream was led by Lina Svensberg and Jakob Lindvall (Compare/DigitalWell Arena), who are also the lead authors of the report. The workstream’s members and co-authors were Bianca Cavicchi (European Commission), Kjell-Håkan Närfelt (Vinnova), Bunyod Rakhmatullaev (National Office for Innovation Implementation and Technology Transfer, Uzbekistan), Anita Skog (Arctic Pioneers), Annie Vashakmadze (GITA), and Jon Mikel Zabala-Iturriagagoitia (Deusto University).
