Karlstad launches new procurement with Demand Accelerator methodology

Karlstad Municipality has initiated a procurement to develop an entirely new digital service. The vision for “Digital Solution for Guidance in the City” is that people with cognitive challenges should be able to more independently access the city’s offerings.

– “Guidance in the city” for the target group of people with cognitive challenges is a question we have been thinking about and trying to solve for quite some time. Being independent is important for everyone, and especially important for people with limitations in their lives, as they are often dependent on others, says Ann-Sophie Gustafsson, Development Manager at the Health and Social Care Unit.

The procurement is carried out with the support of the Demand Acceleration methodology, developed within DigitalWell Arena. This means that Karlstad Municipality is procuring an innovation process, where multiple companies can participate to develop the digital service in close collaboration with the organisation. Initially, up to five suppliers can be procured for the opening concept phase.

Diffusion of services a central principle

The principle of developing services that address a broader need in the public sector is a driving force in the Demand Acceleration methodology. The process aims to ensure that the services developed can also be scaled up in the market. The commercial viability helps ensure that services can be sustained and developed further, which also benefits the customer that first procured the service.

In addition to innovative companies, other municipalities with an interest in the service are also welcome to participate in the development work.
